Responsibilities of the Clerk-Treasurer

The Clerk-Treasurer, a four-year elected official, serves as the fiscal officer of the City of Southport. The Clerk-Treasurer processes the receipts and expenditures of all City money; prescribes the payroll for the City; determines the manner in which vendors, officers and employees are paid; manages the City’s financial accounts; makes all investments on behalf of the City; prepares the budget estimates of revenue, financial statements and the proposed tax rate and works with the various boards, council and mayor to prepare an estimate of expenditures; manages all City records; serves as the Clerk of the City Council, Board of Public Works & Safety and the Storm Water Utility Board by preparing agendas, recording proceedings and maintaining custody of records. The Clerk-Treasurer also serves as the treasurer of the Redevelopment Commission. In addition the Clerk-Treasurer’s office receives, processes and issues contractor’s licenses and permits and manages the rental of the Community Room & Shelter House.

In 2018 we completed the building of our new Municipal Complex, did major road work (which included ADA ramps) on seven streets (six of them through INDOT’s Community Crossings Grants), expanded our storm sewer system, and our park saw a major transformation that was made possible through a DNR grant. The Clerk-Treasurer’s office was audited for years 2013-2017 with no findings.

The Annual Report for the City of Southport for 2021 has been submitted to the State Board of Accounts as required.  You may view the report here.

The City’s financial state is strong. We have several big projects in the works. To learn more about what is happening, please plan to attend meetings where the details are worked out. The RDC meets on the second Monday of the month at 7pm. The Board of Public Works & Safety meets on the second Wednesday of the month at 7pm. The Storm Water Utility Board meets the third Monday of the month at 6:30pm. The Common Council meets on the third Monday of the month at 7pm.
